Certification of Construction Companies (CCCS REGISTRATION)

The Contractors Classification and Certification System (CCCS) was initiated in 2013 to regularize the infrastructure sector of Liberia by categorizing construction companies in the country. The categorization is based on the companies’ abilities to carry out works that they are certified to implement to ensure quality and durability of infrastructure works in Liberia.

To register with the CCCS, companies should

A) Submit the following documents:

  1. Business Registration
  2. Article of Incorporation
  3. Association of Liberian Construction Contractors (ALCC) Certificate
  4. CVs and two passport size pictures of all key staffs (general manager, engineers, Architects etc.)
  5. Engineering Society of Liberia (ESOL) certificate for the engineer (where applicable)
  6. Liberian Institute of Architects (LIA) certificate for the architect (where applicable)
  7. Company’s profile and movable and immovable assets (old company seeking renewal)

B) When a complete application has been submitted, the CCCS inspector(s) will visit the company’s office and work site to verify information provided

C) The CCCS will issue a bill to the company after the inspection (and if the company passes the inspection)

D) The company will return to the CCCS with a Flag Receipt as a proof of payment from the LRA

E) The CCCS will issue a signed certificate to the company within three (3) days after submission of Flag Receipt, certificate is valid for one year.

Requirement to be registered with the CCCS

All construction companies constructing, rehabilitating, maintaining or altering any public infrastructure, or participating in bids for works must register with the CCCS. This includes infrastructure works such as buildings, highways, roads, parking facilities, railways, excavations, or other structures provided the total cost for the project (labor and materials) is US$500 or more.

Proof of Equipment Ownership
Companies wanting to register with the CCCS must provide proof of equipment ownership. This proof can be a copy of a signed and notarizedequipment lease agreement or memorandum of understanding between the company and the leasing entity or an equipment purchase receipt.

Categories

The CCCS has three categories that are divided into 49 classifications. A.1 is for General Road Works and A.2 to A.18 are subcategories of the Transport Infrastructure section. B.0 to B.12 is for General Building Works and there are subcategories within the Social (Building) Infrastructure section as well.

A.16 - Horizontal and vertical road marking
A.17 - Flex-beam, traffic lights and other Road safety measures
A.18 - Design of pavement structures, bridges, retaining walls, slope stabilization, drains and culverts, road safety audits, traffic lights, etc.
A.20 - Airport field and runway construction
A.21 - Airport field and runway rehabilitation
A.22 - Airport field and runway maintenance
A.30 - Harbor construction
A.31 - Rehabilitation and maintenance of harbor structures
A.40 - Railway construction
A.41 - Maintenance and rehabilitation of railways
A.50 - River dredging and construction of protection dam structures

Fees
Application fees for registration are fixed. They are US$300 and US$1,000 for local and foreign company, respectively. The fees for works ranges from US$50 to US$10,000 depending on category of works and nationality of the owner. See below.

Community Based Organizations (CBOs)

The CBOs category was added in late 2016 and it applies to community-organizations implementing minor construction works in their areas such as:

  • Drainage Cleaning and Culvert Clearing - Cleaning and clearing of drainages and culverts (culvert and drainage installation not included);
  • Gardening - Planting various types of flowers/plants, manufacturing and installing concrete benches and tables in flower gardens only;
  • Road Side Brushing - Brushing/clearing vegetation along a road corridor; and

Because these are community-based works, they are limited to the above categories of works with a maximum fee of US$100 for both registration and category of works. They are not considered construction companies.

Note: All fees can be paid in United States Dollars or its Liberian Dollars equivalence
